The New York Times said Saturday that only three states have accepted more refugees on a per capita basis than Arizona over the last six years.

"In the degree of welcome and receptivity we see, I would certainly put Arizona at the top," said Robert Carey, a vice president at the International Rescue Committee.

Despite the controversy over Arizona's crackdown on illegal immigration, the state is now home to new arrivals from all over the world, including Somalia, Bosnia, Myanmar and the Sudan.

"Whenever people ask me about Phoenix, I tell them it is the best place," said Yasoda Bhattarai, a mother from Bhutan whose baby daughter spent 10 weeks at a Phoenix hospital for treatment of tuberculosis at no charge.

The Times said there has been friction between the refugees and Mexican immigrants who face detention and deportation for being in the United States illegally.

"We're here illegally, but we're still human beings," said Victor Acevedo, who was jailed for marijuana possession and faces his second deportation since sneaking into Arizona nine years ago and starting a family with his American wife.
