Accenture, Mahindra Satyam, L-1 Identity are frontrunners for UID biometric tender

Accenture, followed by Mahindra Satyam (NYSE:SAY) and L-1 Identity Solutions (NYSE:ID) , seem to have emerged as the frontrunners for biometric solution tender under the unique identification project.

Accenture is believed to have quoted the lowest price (transaction cost of Rs 2.75 per record), and the two vendors who were next in the line — Mahindra Satyam and L1 Identity Solutions — have been asked to match this rate. At Accenture's bid price, the contract will be valued roughly at Rs 55 crore, given that the first phase of the project entails 20 crore records.

However, according to three persons familiar with the bidding process, there is a significant price difference between the lowest and the second lowest bid, and it remains to be seen whether the next two vendors are willing to match the prices.

Five bidders

In all, five prime bidders have been technically qualified — Accenture, Mahindra Satyam, L-1 Identity Solutions, Unisys (NYSE:UIS) and Cogent. The financial bids of these companies were opened on Tuesday.

“In case Mahindra Satyam and L1 Identity Solutions do not agree to match the lowest bid, the companies next in the pecking order may be asked to do so. Finally, three prime bidders are likely to be selected for the biometric tender,” sources said, adding that the next few days could see multiple round of negotiation.

The biometric mandate requires selected candidates to provide enrolment quality check software development kit, solution for de-duplication and verification.

In all probability, the mandate will be shared equally by the final three bidders who are thus shortlisted.

Last month, nine vendors had submitted the techno-commercial bids, with Wipro (which had made it to the shortlist in the previous rounds) opting out of the race. For the record, 14 players submitted Expression of Interest for the tender, earlier this year.

Under the Government's unique identification project (now called Aadhaar), the identification numbers will be assigned based on the unique biometrics of an individual.

Accordingly, fingerprint and iris-related biometrics of each resident is proposed to be captured for the purpose of identification and verification.
