The agreement also outlines guidelines on power sharing and governance, including settling boundary disputes which will be guided by a boundary commission and provides for an avenue for the people of South Sudan to participate in a referendum if need be to settle those rows.

The deal is created to pave the way for a final peace accord that will give President Salva Kiir and his rival Riek Machar three months to form a transitional government which will hold power for 36 months.

It began when Mr Kiir fired his then deputy Mr Machar, accusing him of planning a coup - an allegation he denied.

Mr. Kiir and Mr. Machar have already agreed to a permanent ceasefire and to withdraw their troops from urban areas.

But Sudan's Bashir said the mediators were committed to ensure that the agreement was implemented.

The power-sharing deal lays out a plan for a 35-minister transitional government including 20 Kiir allies and nine backers of Machar, along with representatives of other rebel factions. However, Machar would be only the most senior of five vice-presidents under Kiir.

The deal further stipulated a transitional national legislative body composed of 550 members, with 332 from the government, and 128 from the SPLM-IO.

Sudan helped broker the agreement.

Negotiations for the peace deal had been completed and any outstanding issues with his opponents would be settled after signing of the deal, Kiir said.

But on Sunday the top USA envoy to Khartoum said the U.S. backed the process.

Kiir warned that the bloated size of the government would pose a challenge.

The United Nations said the power-sharing deal was a "significant step".

The opposition coalition of the South Sudan Opposition Alliance (SSOA) and other opposition factions who had earlier rejected the deal due to differences over the contents of the accord have all signed the pact.

Sudan's president Omar al-Bashir said on Sunday oil would be pumped from South Sudan's Wahda region to Sudan beginning September 1.

A similar arrangement fell apart in July 2016 when fighting erupted in the capital, Juba, and Machar fled the country.

About 2 million South Sudanese have become refugees in neighbouring countries.
