Zim police defend decision to call in army to deal with protesters

Police patrol outside the Zimbabwe Electoral Commission offices as opposition supporters gather in Harare Zimbabwe

With 151 out of 210 parliamentary constituencies counted, Mr. Mnangagwa's ZANU-PF had won 109 seats, while the opposition Movement for Democratic Change gained 41 seats, according to the electoral commission.

Meanwhile, the Zimbabwe Electoral Commission (ZEC) in a press briefing said it was within the legal limits of time (five days) allowed to release presidential results. By Wednesday, he was declaring victory, thanking his supporters and saying his party has won the popular vote, without offering proof.

President Emmerson Mnangagwa's party is poised to win a substantial parliamentary majority in Monday's poll - the first elections since long-serving ruler Robert Mugabe was ousted.

Mnangagwa blamed the violence on the opposition Movement for Democratic Change, led by Nelson Chamisa, who announced on Twitter on Wednesday that he had "won the popular vote".

The commission had earlier warned that the results of the presidential first round may not be known until Friday or even Saturday and would not be released until tallies were received from all 10,985 polling stations.

The parliamentary results strengthened the chances of President Emmerson Mnangagwa holding power, but triggered MDC demonstrations in Harare and fears of clashes between angry opposition supporters and the government.

Though some results in local races have been announced, she said full and official results might not be announced until the weekend.

The BBC's Shingai Nyoka reports that the announcement on the presidential poll was not made because representatives of some of the 23 candidates had failed to turn up to verify the results. "They caused massive destruction of property which includes shops and we are now assessing the extent of damage", she said, warning that such acts will be met with the full wrath of the law.

The group cites voter intimidation, vote buying, unfair media coverage, delayed voters' roll before polling, increase in number of assisted voters, and undesignated polling stations as some of the reasons for rigged elections.

Harare was tense as people waited to find out the victor of the presidential election, and about 150 opposition supporters gathered outside the hotel where results are being released.

He has repeatedly accused ZANU-PF and election authorities of trying to use a flawed electoral register and fixed ballot papers to steal the election.

"People are saying how can we vote for poverty that has plagued us for 38 years?"

This has been seen as a pivotal election for Zimbabwe, with citizens expressing hope for change after years of economic malaise and political oppression under Mugabe.

The ZANU-PF leader tweeted: "At this crucial time, I call on everyone to desist from provocative declarations and statements". For now at least, Zimbabwe appears set to traverse a long and hard path if it is to regain its reputation as one of Africa's most promising economies.

Violent scenes played out in the capital between soldiers and supporters of the opposition MDC Alliance after the ruling Zanu-PF's majority win in parliament.

The opposition party won in most urban centres. The opposition has spoken of vote-rigging, saying results were not posted outside a fifth of the country's almost 11,000 polling stations.

"The longer it (the delay in announcing the results of the presidential race), the more the issue of lack of credibility arises", European Union observer Elmar Brok said.
