India sparks fear by excluding 4 million from Assam citizens' list

People queue to check their names on the draft list of the National Register of Citizens in India's Assam state

Satyendra Garg, a home ministry official who was at the Guwahati press conference, said there "was no question of sending anyone to detention camps based on the draft list".

"If the government has chose to brand us foreigners what can we do?" said Abdul Suban, 60, a Bengali-speaking Muslim, earlier.

The Rajya Sabha was adjourned till 2 pm on Monday after Trinamool Congress MPs caused an uproar over the final draft of National Register of Citizens published by Assam government, ANI reported.

Scores of people were chased down and killed by machete-armed mobs intent on hounding out Muslim immigrants in 1983.

Modi's Hindu nationalist government - under whom extremist violence against Muslims has increased - has said the list must be revised to root out illegal migrants.

The National Register of Citizens (NRC) is the list of Indian citizens of Assam.

Chief Minister Sarbananda Sonowal, who held a meeting with leaders of all political parties called the complete draft as a historic document, that would be the "armour of safety" for the people of Assam. We are anxious because people are being made refugees in their own country.

Hundreds of thousands of people from Bangladesh fled to India during the Bangladesh war of independence from Pakistan between March and December, 1971.

The forty lakh now on the edge to prove their nationality will have to apply for claims and objections, said State NRC Coordinator Prateek Hajela.

Reuters notes, "Critics see the citizenship test as another measure supported by Modi's Bharatiya Janata Party (BJP) aimed at minority Muslims". The NRC, which was prepared in 1951, is updated for only Assam to weed out illegal Bangladeshi immigrants. The local border police declined to discuss individual cases, but said not all documents furnished by suspected illegal immigrants were valid. Most settled in Assam, which shares a long border with Bangladesh. "It's just vote politics by BJP". It's being updated by the Registrar General of India under the supervision of the Supreme Court of India and the updating process started in 2015.

Abdul Suban, 60, a Bengali-speaking Muslim, said earlier.

Asking the opposition to list out what role the government has played in the NRC, Singh said, "It is a sensitive issue and should not be politicised unnecessarily".

Urging not to create panic, Singh also said that if anyone was not satisfied with the first draft of the NRC, that person would get an opportunity to file claims and objections as per provisions in the law and later also approach the Foreigner's Tribunal.

The student body had set up an NRC Control Room also during the publication of first draft to help the citizens.

More than 30 million people had applied and 4,007,707 had been excluded from the list, Sailesh said. Some people may not have been able to submit necessary documents. "Terrible things happened to our family once, we don't want a repeat".
