Merkel faces 2-week ultimatum to secure asylum deal

Merkel is sticking to her guns maintaining an open-door migrant policy is crucial for keeping Europe united

German Chancellor Angela Merkel is seeking talks with some European Union member states on migrant policy before a leaders summit at the end of the month, a government spokesman said, in a last-ditch bid to avert a coalition crisis erupting this week.

Seehofer has been calling for Germany to turn back migrants previously registered as asylum-seekers in other European countries.

Paris no longer harbours any illusion of securing a revamp of the so-called Dublin rules before the end-of-June deadline set by European Union leaders last December. "Ms. Merkel is insisting that Germany abide by a pan-European solution while her partners are pressing for a German only policy response", said Boris Schlossberg, managing director of FX strategy at BK Asset Management.

While she has rejected unilateral action to turn back some migrants at the German border, Merkel has raised the possibility of forging agreements between two or more countries if an EU-wide asylum deal can't be reached.

"We're seeing small, positive developments, and we must of course continue to do more on the fight against crime", she said.

The ultra-conservative minister's "migration master plan", which included various controversial measures, has led to a crisis within the ruling coalition government. However, Merkel blocked the proposal last week, starting a spat with her interior minister and chairman of the CSU, Horst Seehofer. During the height of the refugee crisis, Seehofer was sharply critical of Merkel's open-door policy, which involved accepting asylum seekers even after they had passed through other European Union states.

Mike Mohring, the CDU leader in the eastern state of Thuringia, told the daily Die Welt that he expects the CSU to give Merkel two weeks to find a European solution.

The CSU, which faces regional elections in October, fears it could be toppled from its decades-old perch atop the wealthy southern state by the anti-immigration Alternative for Germany (AfD) party if it does not tighten policy towards migrants.

But Merkel also underlined that this initiative should be linked as closely as possible with the EU's ongoing defense initiative PESCO.

The German government said no special EU summit is planned, and that would be a matter for EU leaders in Brussels, but "of course the German government is holding talks with various member states and the (EU) Commission" about immigration in Europe. Her demise would likely further bolster authoritarian governments in eastern Europe, undermine the new Spanish government's humanitarian stance on migration and put at risk Macron's plans for euro-area reform. More than a million migrants crossed the Austrian border into Germany through Bavaria since 2015.
