Labour's Shadow Brexit Secretary Keir Starmer believes that a Norway-style deal with the EU would not prevent a hard border in Northern Ireland and that becoming a member of the European Economic Area (EEA) - effectively keeping Britain in the EU single market - would be "totally incompatible" with the need to avoid a hard border with the Republic of Ireland, the Independent wrote.

Consequently a defeat on a number of Lords amendments to the European Union withdrawal bill was avoided, but there are further votes tomorrow.

The European Union Withdrawal Bill, a complex piece of legislation meant to disentangle Britain from four decades of EU rules and regulations, has had a rocky ride through Parliament.

But in a last-ditch concession by the Government to swerve a revolt, the PM is indicating that it will put forward two of the three parts of Mr Grieve's amendment when the bill returns to the House of Lords.

She said unless there was a "meaningful vote" Parliament would be left with "the grim choice between a poor deal and exit with no deal at all".

Brexit Secretary David Davis urged MPs to "respect the result of the referendum" that approved the withdrawal.

The government fears a weakened negotiating position.

The current "meaningful vote" offered by the Government allows MPs to accept or reject the Brexit deal, but the proposed change would see MPs take control of the negotiation aims.

Brexit campaigners still expressed concern that the concession may open the door to the European Union trying to force Britain into retaining the closest possible ties with the bloc by weakening the government's hand in the talks. The Brexit Department said in a statement that it would look for compromise, but would not agree to lawmakers "binding the government's hands" in negotiations.

"Whatever we do, we're not going to reverse that", he said.

Another flashpoint could come when lawmakers vote Wednesday on an amendment seeking to keep Britain in a customs union with the EU.

Among the 14 amendments to the Bill - set to be voted on by MPs on Tuesday and Wednesday - are changes which would see the United Kingdom stay in the Single Market and would allow Parliament to dictate future negotiating terms.
