Cayetano said it was during the Aquino administration when the Philippines lost control of Scarborough Shoal, following a "misfire" which led to the pull out of ships from the region. Ousting China from the exercise could signal that joint activities, or the military relationship as a whole, are a reward.

Esperon added that there are no islands occupied by China under the Duterte administration, despite the softened stance of the President over the hotly-contested waters.

Duterte's predecessor, Benigno Aquino III, questioned China's claims before a United Nations-backed arbitration court.

The U.S. operation on Sunday was planned in advance, but similar military exercises have become routine amid China's increasing militarization of the islands.

Eight senators signed Senate Resolution 761 that also urged the Department of Foreign Affairs (DFA) to file a diplomatic protest against China for its recent actions in the disputed waters.

He said the government was merely looking for a "proper time" to take "full advantage" of the arbitral ruling.

Marco Rubio and Cory Gardner, expressed "grave concerns" over Beijing's actions and stated that "we believe there is strong bipartisan congressional support for taking significant actions in response to the Chinese government's continuing militarization of the South China Sea".

The operation that was conducted on Sunday had been undergoing drills and planning for months on end.

The announcement underscores the continued deterioration in U.S.

"(The sailings) contravened Chinese and relevant global law, seriously infringed upon Chinese sovereignty (and) harmed strategic mutual trust between the two militaries", he said.

The U.S. military does not comment on the specifics of what it calls "freedom of navigation" exercises meant to assert the Navy's right to sail and operate in any zone deemed legal under global law.

"Our diplomats are robustly engaged on this", Mattis said.

But he said it was unfair to single out China for its advanced militarization in the South China Sea.
