Robinson says Kobach, now the Kansas Secretary of State, refused to update language on his office's website which indicated that new voter applicants may not have that right after the November 2016 elections.

Kobach failed to take responsibility for violating court orders and failed to personally ensure compliance, Robinson said.

In 2016, Kansas put in place a policy that made thousands of people ineligible to vote because they didn't have the proper identification.

Robinson had blocked the Kansas law in 2016 as applied to people who tried to register to vote in federal elections when they applied for or renewed their driver's licenses. He didn't do that.

A federal judge has found Kansas Secretary of State Kris Kobach in contempt of court for failing to comply with court orders in a case challenging a controversial state proof-of-citizenship voting law.

The would-be voters submitted their applications at DMV offices, without providing documentary proof of citizenship, like a birth certificate or passport, as required by the state law Kobach argues Kansas needs to prevent voter fraud.

Robinson noted in Wednesday's order Kobach narrowly escaped being held in contempt two years ago after he initially flouted her order to register the voters impacted by the case.

According to the letter (in part), "13 years post-launch, we have exceeded 100 million paid Prime members globally". About the latter, he writes, "Unrealistic beliefs on scope - often hidden and undiscussed - kill high standards".

The case has statewide ramifications with Kobach's run for governor. I don't know whether the fact that he has repeatedly thumbed his nose at the courts and been sanctioned, fined and now held in contempt because he is so zealous to keep people - mostly poor and elderly minorities, of course - from voting will help or hurt him in that campaign.

"The term "register" is not ambiguous", Robinson wrote in her 25-page ruling, "nor should there have been any question that these voters were to be treated just like any other registered voter prior to the 2016 election, particularly after the state court decision requiring him to register them for state and local elections as well". The Secretary of State's Office says it will appeal.

The Kansas secretary of state's office did not immediately return a request for comment.

Robinson said she did not find it credible that Kobach's office had orally instructed officials to send out the postcards.

After Robinson reasoned he strove to deceive the court on records regarding a 2016 interview Kobach was fined $ 1000 final year.

But the ACLU recently charged that many voters had failed to receive the postcard; one man who has joined the lawsuit, Charles Stricker, who had been affected by the law, testified that even after the injunction he had been told that the legal issues about the right of people like himself to vote were "up in the air".

"Defendant has a history of noncompliance with the preliminary injunction order". The lawsuit Fish v. Kobach is still pending.
