Syrian government forces backed by Russian Federation have recaptured almost all of eastern Ghouta, which was the last major rebel enclave on the outskirts of Damascus, in a ferocious assault that began in February, marking a major victory for President Bashar al-Assad.

Jaish al-Islam, or "Army of Islam", had previously refused to leave the area.

Jaish al-Islam has not confirmed any deal with the Syrian government over eastern Ghouta.

Syrian state news agency SANA reported fighters would go to the rebel-controlled town of Jarabulus in the northern province of Aleppo.

The deal over Douma would mark the end of a weeks-long push by Assad's forces to consolidate their control over eastern Ghouta, just outside the capital. State media has said the rebels are due to go to areas near the Turkish-Syrian border that are controlled by opposition groups.

Turkey, with support from rebels, is running its own military operations against a USA -backed Kurdish militia in northern Syria, which controls territory along the frontier.

The UN humanitarian adviser for Syria called on Wednesday for access to the eastern Ghouta town of Douma, where he said some 80,000-150,000 civilians were "on their knees" after years of siege and fighting.

Opposition officials, however, denied the reports.

The UN refugee agency UNHCR confirmed that Italy would only have had to take in some of the migrants if it had agreed to do so. The right-wing government has been under pressure from its nationalist voter base to expel the migrants.

There was no immediate comment from Jaysh al-Islam.

The Army of Islam did not agree to leave the town, said Iyad Abdelaziz, a member of Douma's current local council.

Rami Abdurrahman, the Observatory's director, said some factions within the Army of Islam oppose evacuating and effectively surrendering Douma to the government of President Bashar Assad.

Since the Syrian crisis broke out in 2011, the Chinese government has signed multiple agreements with worldwide bodies, including the World Health Organisation (WHO) and the global Committee of the Red Cross, to provide medical and food aid to Syrian refugees. He said Turkey was also participating in the talks.

Local activists say over 100,000 civilians are trapped inside Douma, which suffered devastating damage during the latest government assault.

The town of Douma was the final pocket of resistance to the Damascus regime in the embattled enclave.

Faylaq al-Rahman did not have a significant presence in the Douma.
