Walker makes another stop in EC, addresses special election decision

Gov. Scott Walker and Senate Majority Leader Scott Fitzgerald's plan to introduce legislation to revise special election regulations in response to the court order requiring Walker to hold two special elections is reprehensible.

The State Legislature will come back to Madison once again to change a law that calls for Governor Walker to call special elections to fill vacancies.

Scott Walker on March 29 issued Executive Order #280, calling for special elections for 1st Senate District and 42nd Assembly District. Reilly issued the one-page ruling hours after the DOJ appealed two Dane County judges' decisions ordering Walker to call the special elections.

Judge Reilly ruled against Walker on Wednesday saying elections are never a waste of resources in a representative democracy and that the Governor has an obligation to call a special election. A Madison judge last week ordered him to order the special elections by noon Thursday. The DOJ, which is representing Walker, notified the 2nd District Court of Appeals on Wednesday that the agency would appeal.

Walker has refused to order special elections to fill Rep. Keith Ripp and Sen. A group led by former U.S. Attorney General Eric Holder sued to force the special elections.

Meanwhile, the State Senate held a public hearing Wednesday afternoon on a bill that would remove the Governor's requirement to call a special election.

If Ripp and Lasee's open seats were filled in November, the winners wouldn't have been sworn in until January, leaving Ripp and Lasee's constituents unrepresented for more than a year.

Florida Gov. Rick Scott, also a Republican, relied on a similar argument when he declined to call special elections last month.

Walker and the Legislature are moving quickly to change the law to disallow the governor from calling any special elections after the April 3 primary, thereby circumventing the judge's original order.

Democrats have sharply criticized Walker's decision not to call special elections. He's now asking the appeals court to rule by 9 a.m. Thursday on his request for the delay. "The election could have been scheduled for the spring election and there would have been none of this confusion you're talking about".

The absentee voting bill, which had been requested by the state Elections Commission and was passed by the Assembly, is being amended to include the changes to the state's special election law to address Reynolds' ruling.

The Democratic Party in Door County says they have a candidate ready to go when needed, but would not specify whom.

It also would allow special-election candidates to campaign longer and remove a requirement allowing only USA citizens to act as witnesses of someone casting a military or overseas ballot. Democrats say Walker is delaying because he's afraid Republicans could lose the seats.

Responding to news special elections will be held, former US attorney general Eric H. Holder Jr., chairman of the NDRC, said, "This is a victory for the citizens of Wisconsin who are without representation because of Gov".
