Trump wants 'concrete actions' before meeting North Korea's Kim: White House

USA secretary of state Rex Tillerson has drawn a distinction between "talks" with North Korea and "negotiations", arguing U.S. president Donald Trump's willingness to chat with Kim Jong Un should not be construed as anything more than that.

"We have to see concrete and verifiable actions take place", said White House Press Secretary Sarah Huckabee Sanders, who repeatedly told reporters that the giving up nothing in order to have this high level summit.

Skeptics have warned that Washington shouldn't gift Kim the legitimacy of a grand summit with the US president - something he and his forebears have long sought - without North Korea giving up something significant. Pyongyang has pursued its nuclear program in defiance of United Nations Security Council resolutions.

As tensions increased, Trump and Kim traded insults.

Judging from his positive statements and tweets, Mr. Trump is not quite the lousy nuclear-button, trigger-happy warmonger that some critics have portrayed him as.

Trump's North Korea rants hit their height between August and October a year ago, when he repeatedly called Kim "rocket man," described him as "a madman", and threatened North Korea with "fire and fury".

And the specter of presidential talks also prompted Democrats to urge staffing upgrades at the White House and State Department.
