West Virginia Gov. Jim Justice says a tentative agreement has been reached to end a nine-day statewide teachers' strike by giving them the 5 percent raises he negotiated to end their walkout.

As we have witnessed through the West Virginia strike that captured national news, teachers recognize the central role of the local school, which, for example, serves meals to children reliant on free breakfasts and lunches. The teachers will get a 5 percent raise, which they had asked for.

But in hindsight, the West Virginia teacher strike seemed inevitable.

West Virginia ranked 46th among the 50 US states for average teacher pay a year ago at $45,783, according to the National Education Association. "They are sacrificing to be here and they want to be back in their classrooms, but they believe enough is enough", Garcia explained. Despite the long layoff, Stringer supports the teachers. "It shows (students) how democracy is supposed to work, that you don't just bow down and lay down for anybody".

Rachel Stringer, a a stay-at-home mom from Cross Lanes, said her biggest challenge is making sure her children don't forget what they've learned this school year.

Tuesday marked the ninth day of canceled classes for the school system's 277,000 students and 35,000 employees.

Teachers walked off the job February 22, balking at an initial bill signed by Gov. Jim Justice to bump up their pay 2 per cent in the first year as they also complained about rising health insurance costs.

As NPR's Amy Held noted Sunday, GOP lawmakers in the state Senate had defied their fellow party members in the governor's mansion and the House - who both agreed to a 5 percent raise - and insisted on 4 percent raise instead. Then, the Senate passed the measure by a 34-0 vote. It was unclear when Justice could sign the co-tenancy legislation as he was devoting his attention to the strike.

West Virginia's teachers are among the lowest paid in the nation and haven't had a salary increase in four years. "No more looking back!" he proclaimed, surrounded by jubilant education leaders.

Justice said it's important to stop seeing education as a necessary evil that just needs to be funded and start seeing it as an investment. "That's all there is to it". Justice said that would not mean families would go without their summer vacations, however. While some of the funding may come from the state's tourism and commerce budget, Senate Finance Chair Craig Blair said more cuts would be needed, likely from Medicaid.

He said Tuesday that additional budget cuts by his staff will enable all state workers to also get 5 percent raises.

A huge crowd of teachers packing the Capitol chanted jubilantly, sang John Denver's "Take Me Home, Country Roads" and some even wept for joy at the settlement.
