In apparent retaliation, rockets were fired on Damascus's Bab al-Touma neighbourhood, killing three civilians, the state news agency SANA reported.

The comments by the Independent International Commission of Inquiry come after stepped-up attacks on Idlib and Eastern Ghouta this week killed scores of civilians and reportedly targeted hospitals and medical facilities.

Iran, meanwhile, maintains a significant military presence in Syria, bolstered with fighters from Iranian terrorist proxy organizations, such as Lebanon-based Hezbollah.

The appeal coincides with the collapse in recent weeks of a year-old Russian effort to tamp down the violence through "de-escalation zones", which had helped contribute to a perception that the war in Syria finally was winding down.

The United Nations has called for a minimum month-long humanitarian ceasefire in Syria.

The process to provide people with United Nations humanitarian aid was resumed a few days ago in areas on the Syrian border with Turkey. Activists in the area later said more than 70 people had died in the raids. "If anything, these have been serious escalation areas", he was quoted as saying by the Guardian.
