What is the Section 702 surveillance program and why should you care?

During a hectic morning of House votes and presidential tweets, Trump's national intelligence director also issued new guidance for how officials can find out the names of Americans whose identities are blacked out in classified intelligence reports. It would extend for six years the program, which includes massive monitoring of global communications.

The House vote came after it had rejected an amendment supported by a coalition of civil libertarians and privacy advocates that would have placed new limits on the government's ability to use communications involving American citizens. The full scope of the program became most apparent in the aftermath of Edward Snowden's leaks in 2013.

Perhaps a White House staffer interrupted Trump's "Executive Time" to inform him that his tweet was at odds with his administration's official position - because just two hours after he posted his Fox & Friends-inspired tweet, the president posted another walking it back.

Later, Paul appeared on MSNBC to further clarify Trump's position.

"He has concerns about the domestic FISA law", the speaker explained, not the 702 bill.

Section 702 of the FISA Act allows intelligence agencies to gather information via surveillance on foreign targets.

American firms, including Google and AT&T, are now required to turn over information to authorities without a warrant turn over private emails and other messages of Americans linked to foreigners' communications in counterterror and espionage cases.

Today in Congress, privacy reform faced a significant setback as the House voted 256 to 164 to extend a controversial piece of legislation that provides for a warrantless surveillance program that at times targets American citizens.

The House on Thursday passed what is known as Section 702 of a program that allows spy agencies to collect information on foreign targets overseas. The analyst, Andrew Napolitano, turned to television cameras and said, "Mr. President, this is not the way to go".

Finally, it seems, someone reminded Trump that, contrary to what he might have seen on TV, his administration supports passing the FISA bill. About 90 minutes later, the president issued a follow-up that attempted to walk back his original statement. "We need it! Get smart!" he tweeted.
