Sincerity in city's peace talks with NPA

President Rodrigo Duterte on Thursday has signed the proclamation which formally terminates peace talks with the communist rebels Malacañang announced

Jose Maria Sison, founder of the Communist Party of the Philippines (CPP) on Thursday called President Rodrigo Duterte the "number 1 terrorist" in the country.

Philippine President Rodrigo Duterte formally terminated negotiations with the communists on November 23, accusing the rebels of engaging in "acts of violence and hostilities" during the talks.

President Duterte has signed Proclamation No. 360 to officially terminate the government's peace negotiations with the Communist Party of the Philippines-New People's Army-National Democratic Front of the Philippines (CPP-NPA-NDFP).

The peace negotiation between government (GRP) and National Democratic Front (NDF) again suffered a major setback with the cancellation of the discreet fifth round of talks on November 25 to 27 in Oslo, Norway.

It's about time as well that the NPA show its sincerity to attain the peace that we have all been clamoring for and the peace all Filipinos so deserve.

Saying that the President has walked "the extra mile for peace", Roque insisted that Duterte wanted to leave a legacy of peace under his administration. "Rest assured that he will continuously pray that we may all find the peace that we seek for our beloved country in the fullness of God's time", he added.

Roque maintained Duterte is still hoping for peace despite terminating the talks.

The common drafts included the general amnesty and release of all political prisoners in compliance with Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL); coordinated unilateral ceasefires; and Part I Agrarian Reform and Rural Development and Part II National Industrialization and Economic Development of the Comprehensive Agreement on Social and Economic Reforms, he said.

The CPP leader said the NDFP has always submitted to the Joint Monitoring Committee its complaints against abuses and provocative acts by security forces committed in the name of Oplan Kpayapaan and martial law in Mindanao.

Malacañang on Thursday said they will clarify with the Office of the Presidential Adviser on the Peace Process (OPAPP) the President's order, including the issuance of the formal notice of the cancellation of the peace talks.

Padilla added the NPA killed 64 military and police officers and members of the Citizen Armed Force Geographical Unit, and 70 civilians, including four-month old Walysha Machorao, in the November 9 ambush against a police patrol auto in Bukidnon.

"I will remove them from the category of a legal entity or at least a semi-movement, which would merit our attention, placing them as terrorists", he said.

"We will continue to do our mandate and perform and ensure the safety of our communities", he said.

"I no longer want to talk, especially after their last ambush of a police officer where a 4-month-old girl who was in the arms of the mother [was killed]", he said.

Peace negotiations with the leftist rebels were suspended in 2011.

Kapayapaan said the continuing armed clashes between government forces and the CPP-NPA-NDF is all the more reason for both parties to return to the negotiating table. "It is also very frustrating if one party does not follow what has been agreed (upon)", he said.

"I said, well let it not be said I did not try to reach out to them, for after all, during the campaign, my promise to the people of the Philippines was that I would suppress corruption in government and I'm hell bent on doing it", he said. Gen. Restituto Padilla discussed why they supported the President in his decision to drop the talks with the communists.
