Pai said his proposal would prevent state and local governments from creating their own net neutrality rules because internet service is "inherently an interstate service". The rules, which the commission is expected to vote on at its December 14 meeting, would replace those Open Internet or Net neutrality rules, which prevented Internet service providers (ISPs) from blocking or throttling legal content users sought to access, as well as preventing ISPs from accepting payment to prioritize some data.

AT&T, Comcast and Verizon have said that repealing the rules could lead to billions of dollars in additional broadband investment and eliminate the possibility that a future presidential administration could regulate internet pricing. They were meant to ensure a free and open internet, give consumers equal access to web content and prevent broadband service providers from favoring their own content. They say the regulations can undermine investment in broadband and introduced uncertainty about what were acceptable business practices.

Under the measure, internet service providers would have to inform customers about issues including blocking, Politico reported Monday. Then-FCC Chairman Tom Wheeler called it a victory, saying the rules allowed the commission to act as an Internet "referee".

"Without net neutrality, cable and phone companies could carve the internet into fast and slow lanes", said the advocacy group Free Press.

Should the commission vote to rescind the protections, internet service providers will have vast power to reshape how we access the WWW. It ignores the law and the courts, which have repeatedly upheld the 2015 Title II rules. The NCTA - The Internet & Television Association said over the summer that it supports net neutrality but does not believe that the current regulations promote it. A few months from the time President Trump appointed him, Mr. Pai revealed his intention of scrapping off the rules on claims that they were put in place because of some hypothetic and theoretic harm that was anticipated.

The planned repeal represents the latest example of a legacy achievement of Obama being erased since Trump took office in January. However, Chairman Pai doesn't want the American user to fall for this "fearmongering".

Republicans and internet service providers have said the rules adopted by a Democratic-run FCC gave the agency too much power over companies, including the possibility of rate regulation.

Pai's proposal also notes that regulation of ISPs will be handed over to the Federal Trade Commission instead of the FCC.

Language in the new proposal would give the FCC significantly less authority to oversee the web.

"The Internet should be competitive and open", Google said on its website. Also expected to be jettisoned is an Internet conduct standard meant to prevent ISPs from unreasonable interference with consumer's access to destinations on the Net.
