The Tory veteran was caught up in the sexual harassment scandal sweeping Westminster earlier this week, when it emerged that he had repeatedly put his hand on a journalist's knee during a party conference dinner in 2002.

Sir Michael admitted the incident had taken place and said he had apologised to broadcaster Julia Hartley-Brewer for his behaviour at the time.

"A number of allegations have surfaced about MPs in recent days, including some about my previous conduct".

In a letter accepting Fallon's resignation on Wednesday, May praised his "diligent service".

"I appreciate the characteristically serious manner in which you have considered your position, and the particular example you wish to set to servicemen and women and others", she said.

Earlier Wednesday, May ordered an investigation into her deputy, Damian Green, amid allegations of unwanted advances toward a female writer.

The former chief whip's appointment by Theresa May to one of the Cabinet's most senior posts provoked widespread surprise at Westminster, as he has never before held ministerial office.
