The Tampa interim police chief identified a murder victim killed Thursday night in the Seminole Heights neighborhood.

"Now we have someone terrorizing the neighborhood", said Dugan, who asked the public to examine surveillance video of a man seen walking in the area when Mitchell was killed.

In the latest death, police say 20-year-old Anthony Taino Naiboa was shot as he walked home after missing his bus stop and ending up in the Seminole Heights community, according to WFTS.

'You can imagine the frustration of these officers to hear gunshots and not be able to find this person, ' Dugan said at the conference. When the officers finally found Naiboa, he was already dead and there was no sign of the shooter.

Dugan said that police do not yet have any motives or leads for the murders, and are now offering $18,000 to anyone who can provide information that leads to an arrest. The second killing took place on October 13, when Monica Caridad Hoffa, 32, was found dead in a vacant lot of a gunshot wound. Benjamin Mitchell, 22, was shot and killed at a bus stop at 15th Street and East Frierson Avenue.

Naiboa was shot just 200 yards from where another victim, Benjamin Mitchen, 22, was murdered on October 9.

Naiboa was the eldest of five children and had just graduated from Tampa's George S. Middleton High School a year ago, Dugan said. Police believe she died October 11.

Trump to allow release of thousands of JFK files by National Archives
If you think the government is hiding something about the Kennedy assassination, you may get to see what it is. There are about 3,100 previously unreleased files that hold tens of thousands of pages of new material.

Police believe he was the first victim in the series of murders.

"If we are talking about one killer, then we are talking about a serial killer in Tampa", criminologist Jack Levin told the Times. "I was convinced that we were going to catch this person", said Chief Dugan.

Police are heavily investigating Anthony Naiboa's death and fear he's the third-known victim of a possible serial killer. "We're still sifting through evidence..." Police said this person was in the area of the first murder minutes before it happened and could have seen something. "Like me, I'm scared to come around this area now", she said. "If that brings attention to this, that's fine".

"The hardest part of police work is when you deal with the victim's families", said Dugan in an empathetic manner. "We're going door to door and chatting with people".

Naiboa's mother, Maria Rodriguez, told Fox 13 that she became anxious when her son wouldn't answer his phone Thursday night.

But even for those who do not have information, Dugan urged residents to stand up to whoever is victimizing the neighborhood.

The killings have Seminole Heights residents on edge.
