Rajoy says rule of law prevailed in Catalonia by blocking referendum

Catalan leader Carles Puigdemont called Monday for global mediation in the crisis pitting his regional separatist executive against Madrid, a day after police violence marred an independence referendum banned by the central government.

Spain's prime minister Mariano Rajoy and the European Commission have declared the election illegal.

King Felipe VI of Spain criticised the Catalonia government and did not condemn Sunday's violence.

According to Catalan authorities, 770,000 people were "prevented" from voting by Spanish police, who blocked access to voting stations and in some cases forcibly evicted voters from precincts.

Spain's government vowed to stop the vote going ahead and threatened to suspend any public official who helped organise it.

On Tuesday, huge crowds held street protests and unions staged a strike in Catalonia to protest against the alleged police brutality.

Addressing the nation after days of unrest, King Felipe said the region's leaders had behaved irresponsibly and are risking the whole country's economic stability. During Spain's June friendly against Colombia in Murcia, a city in southeast Spain, he was jeered by supporters who oppose Catalonia independence.

When asked by the BBC what Puigdemont would do if the Spanish government were to intervene and take control of Catalonia's government, he said it would be "an error which changes everything".

"We are to declare independence 48 hours after all the official results are counted", said Catalan leader Carles Puigdemont in an interview with the BBC Tuesday.

The central government in Madrid said the vote, which had a 42 percent level of turnout, is illegal and contravenes the Spanish constitution.

"There must now be dialogue to resolve this matter in a way that respects both democracy and the rule of law, and allows the people of Catalonia to determine their own future".

Puigdemont also called for "detente" as Catalans reeled from the clashes.

The Catalan government has said there will be an extraordinary meeting of parliament on Monday to discuss the outcome of the disputed referendum.
