Sam Rossi, another spokesman for the secretary of state, said he had no information about who was behind the attempt or the location of the IP address. But election officials in three states said Friday the attempts could be linked to Russian Federation.

Officials say 21 states were targeted by Russian hackers before the November elections.

The office earlier has said it had no knowledge of its election systems being targeted.

Ebel on Friday said he wasn't aware that the Secretary of State's Office had been communicating with federal agencies about suspected Russian hacker IP addresses.

Other states that told The Associated Press they had been targeted include Alabama, Arizona, Colorado, Connecticut, Illinois, Iowa, Maryland, Minnesota, Oklahoma, Pennsylvania, Virginia, Washington and Wisconsin.

The president calls the story a hoax.
