Saturday's White House statement came as environment ministers from 30 countries gathered in the Canadian city of Montreal to push forward on implementing the Paris deal.

"We continue to engage them", Canada's environment minister Catherine McKenna said.

He said the president's speech will focus on the themes: protecting American people, promoting American prosperity and promoting accountability and sovereignty. "It is time to exit the Paris accord".

Many celebrated this supposed interest in working with the Paris deal.

In an interview for the American news network CBS, Tillerson said that the United States wanted to be "productive" and "helpful" on climate change.

The Paris agreement, a landmark 190-nation agreement to reduce earth-warming gases, was struck in 2015.
