An upsurge in fighting in Rakhine, an impoverished state neighboring Bangladesh, has been raging since Friday when Rohingya militants staged coordinated ambushes against Myanmar's security forces.

The unrest has led to thousands of Rohingya Muslims fleeing the violence to cross the border with Bangladesh, with Myanmar police reportedly intensifying operations against the insurgents on Monday.

Myanmar's constitution empowers the NDSC to formulate policy on military and security issues, including the right to petition the president to declare a nationwide state of emergency.

It said in a statement that new satellite data is consistent with widespread burnings in at least 10 areas in northern parts of Burma's Rakhine State.

Organized violence against the Rohingya, with the participation of government forces, has been underway since at least 2015, with spikes of intensity in 2016 and 2017.

There are approximately 1.1 million Rohingyas in Myanmar.

The top United Nations human rights official called on authorities in Myanmar on Tuesday to ensure that the security forces refrain from using disproportionate force against Rohingya Muslims in Rakhine state.

He also asked Myanmar to adopt a realistic approach to a peaceful co-existence with the Rohingya.

The government initially reported that dozens of people were killed in the fighting, including 11 members of the security forces.

Thailand does not recognize the status of refugees and it does not recognize the Rohingya as legitimate migrant workers.

Those include Rohingya villages as well as Rakhine-majority settlements attacked by the militants.

That dramatically changed last October when a nascent Rohingya militant group launched surprise attacks on border posts. One Buddhist Maungdaw resident explains: "I thought I was going to die while the clashes were happening".

The UN says that crackdown could have amounted to ethnic cleansing. Many have turned to monasteries for shelter. Translated by Khet Mar.
